Cooking Steps
  1. In a large mixing bowl, combine ground beef or turkey with garlic powder, onion powder, salt, and pepper. Mix until evenly distributed and brown in the crockpot on high for about 30 minutes.
  2. Add elbow macaroni, kidney beans, black beans, diced tomatoes, chili with beans, beef broth, and chili seasoning mix to the crockpot. Stir well to combine.
  3. Cover the crockpot and set it to cook on low for 4 hours, stirring occasionally.
  4. About 15 minutes before serving, sprinkle in the shredded cheddar and mozzarella cheeses, stirring to combine and allow them to melt.
  5. Serve hot, garnished with chopped green onions or toppings of choice.
