- Preheat the oven to 375°F (190°C).
- In a large skillet over medium heat, add the ground beef and cook until browned, about 7-10 minutes. Drain any excess fat.
- Stir in the black beans, corn, cream of mushroom soup, garlic powder, and onion powder. Heat through for about 5 minutes.
- In a separate bowl, combine the shredded cheddar and mozzarella cheeses, reserving half for topping later.
- Pour the beef mixture into a 9x13 inch baking dish. Layer half of the cheese mixture over the beef.
- Artfully arrange the frozen tater tots over the top.
- Bake for 30 minutes. Remove to sprinkle the reserved cheese on top and return to the oven for an additional 5 minutes.
