Method
 

Step-by-Step Instructions
  1. In a skillet, preheat over medium heat. Add 1 pound of lean ground beef and cook for about 5–7 minutes, breaking it apart until it browns evenly.
  2. Stir in 1 tablespoon each of soy sauce and hoisin sauce, allowing the mixture to become fragrant and thoroughly coated, which should take another 2 minutes.
  3. Toss in 1 cup of shredded carrots and ½ cup of chopped bell peppers into the skillet. Sauté the vegetables with the beef for 2–3 minutes until they are tender yet retain a slight crunch.
  4. Fill a shallow dish with warm water and soak one rice paper wrapper for about 10 seconds until it's soft and pliable.
  5. Place a few fresh basil leaves in the center of the softened rice paper wrapper, followed by a scoop of the beef and vegetable mixture.
  6. Begin rolling the wrapper by folding the bottom over the filling, then tucking in the sides as you continue to roll tightly.
  7. Arrange your completed Thai Basil Beef Rolls on a platter and serve immediately with your favorite dipping sauce.
