- In a skillet, preheat over medium heat. Add 1 pound of lean ground beef and cook for about 5–7 minutes, breaking it apart until it browns evenly.
- Stir in 1 tablespoon each of soy sauce and hoisin sauce, allowing the mixture to become fragrant and thoroughly coated, which should take another 2 minutes.
- Toss in 1 cup of shredded carrots and ½ cup of chopped bell peppers into the skillet. Sauté the vegetables with the beef for 2–3 minutes until they are tender yet retain a slight crunch.
- Fill a shallow dish with warm water and soak one rice paper wrapper for about 10 seconds until it's soft and pliable.
- Place a few fresh basil leaves in the center of the softened rice paper wrapper, followed by a scoop of the beef and vegetable mixture.
- Begin rolling the wrapper by folding the bottom over the filling, then tucking in the sides as you continue to roll tightly.
