Step-by-Step Instructions
  1. In a large skillet over medium heat, heat vegetable oil. Add chopped onion and minced garlic, sautéing for about 3-4 minutes until translucent.
  2. Add ground beef and cook until browned, about 5-6 minutes. Stir in diced tomatoes, salt, and black pepper, cooking until the liquid evaporates. Remove from heat.
  3. Preheat oven to 180°C (350°F). Blend eggs, milk, and vegetable oil until smooth. Gradually add flour and salt, blending until creamy. Fold in baking powder.
  4. Grease a 9-inch pie dish. Pour half of the crust batter into the dish. Layer the beef filling evenly, then pour the remaining batter on top.
